Partial metrics delivery failure

We had a partial metrics failure starting around ~11.00 AM UTC, and was fixed ~12.15 AM UTC.

This affected metrics related to the VM (i.e. CPU, memory, disk) where some metrics was not processed in time and thus discarded before they could be delivered. A bad deploy that collected duplicate metrics overloaded downstream services.
